Please fill in the competition application, which is in line with your status: the application “I am an HSE University Teacher” is for those who hold a teaching position at HSE University.
HSE University teachers and staff members shall fill in competition applications via their MyHSE Services Account. Please check if you are authorized to access your account at: lk.hse.ru. You must use your corporate login and password to sign in.

Information and files for filling in competition applications
Before filling in a competition application, please prepare your information and files:
- Copy of the link to your personal webpage on the HSE University portal;
- Number of years in a general teaching position and a current position;
- Information on teaching/methodological load for the current academic year;
- Average arithmetical value for teacher ratings for the 2020/2021 academic year (you need this figure for checking the rating value, which you will see when filling in the competition application);
- The score received on the assessment of research productivity (this data is necessary for verifying your RPA score, which you will see when filling in the competition application);
- Author identifiers (if available): SPIN РИНЦ, ORCID, ResearcherID, Scopus AuthorID, etc.;
If you have worked at HSE University as a research assistant, you must specify in your competition application the years and teachers with whom you worked while in this position at the University;
- Information on individual achievements (portfolio): advanced training over the last three years, confirmed with documentation (list of programmes); research projects implemented over the last three years, and grants received during this period; dissertation defence over the last three years or pre-defence stage; academic supervision of defended dissertations/theses over the last three full calendar years; presentations of reports at teaching/methodological, research and professional conferences over the last three years; membership of the editorial boards of academic journals; development of new courses, e.g., e-courses, teaching techniques, control/measurement materials; awards in any nomination in the competition by the Educational Innovation Fund over the last three years; supervision of student projects and expeditions with learners, and summer schools over the last three years; directorship of academic departments, degree programmes, dissertation committees; successful completion of the two-year HSE University Staff Development Programme; participation in Teach4HSE programmes; nominations and/or awarding of ‘Golden HSE Award’ status in any category; governmental and other official awards; HSE University awards; involvement in extra-curricular activities; overseeing student clubs over the last three years; victories in external and internal professional competitions over the last three years, with documents confirming one’s performance; other professional achievements, with confirming documentation;
- Information about participation in applied projects commissioned by outside organizations over the last three years, as well as involvement in the implementation of grants received from outside organizations over the last three years;
- Documents confirming the absence of any restrictions on employment in the sphere of education (if such documents have not been previously submitted to the HSE University HR Office or that at a regional campus);
- Files with your publications in 2019-2021, which you consider to be your most successful (1, 2 or 3 publications in Russian or English); for applications to positions for teaching foreign languages, publications in the language of specialization are accepted; you may attach works that are currently in print, indicating their proposed place of publication and timeframe for publication – submitted in doc, docx, pdf or tiff files; for monographs, archive files may be attached; such works will be forwarded for expert review;
- A list of academic publications in 2019-2021, including publications that are currently in print, for copying when filling in the application – submitted in doc and docx formats. For publications that are in print, please indicate their status (e.g., currently in print);

Application for Taking Part in the Competition for Faculty Positions
In line with the Regulations on Procedures for Filling in Faculty Positions, as approved by the Russian Ministry of Education and Science, Directive No. 749, dated July 23, 2015, together with competition documents, an application for participation in the Competition for Faculty Positions should be submitted. This application shall be generated automatically from information inputted to the competition electronic application upon the completion of the registration process, and should be submitted to the respective HSE University office no later than November 30, 2021 (inclusive).
If an application to a competitive selection is not submitted by the aforementioned deadline, in line with the legislation of the Russian Federation, we will be forced to decline your application.
Teachers and staff members at HSE University-Moscow, who have signed an agreement for electronic communications, may sign an application in an electronic format, using a simple electronic signature (an SES). An SES is an electronic signature, which, with the use of codes, passwords and other means, can certify that the application for participation in the competition for faculty positions was signed electronically. When filling in the competition application, you will be provided with relevant instructions.
All remaining competition participants must submit original copies of their applications. The application shall be generated automatically from information inputted in the electronic application upon the completion of the registration process. The application should be then printed out, signed by the candidate and submitted (sent) to the following addresses by November 30, 2021.
For Moscow-based vacancies:
Applications may be submitted in person at: HSE University Front Office, 20 Myasnitskaya Ulitsa, Moscow (working hours: Monday – Friday, 9.30am until 7pm) – your application will be processed on the day after the day it was received by the Front Office; 11 Pokrovsky Bulvar, Moscow, entrance from Dusarosvsky Pereulok (across from the Representative Office of North Ossetia), to the right not going through the turnstiles - Office M120 (Front Office; working hours: Monday – Friday, 10am until 6.30pm) – your application will be processed on the day after the day it was received by the Front Office;

Documents confirming absence of restrictions on candidate’s employment in education
As per the Regulations on Procedures for Filling in Faculty Positions, as per Directive No. 749 by the Russian Ministry of Education and Science, dated July 23, 2015, a candidate’s application should have documents attached, which confirm that he/she has no restrictions with respect to employment at an educational institution, as specified in relevant legislation or other regulatory acts.
Restrictions on employment in the sphere of education are set out in the Labor Code of the Russian Federation (Art. 331 and 351.1).
Candidates shall not be permitted to take part in the Competition if they have not submitted the required documentation.
Such documents include:
Documents confirming the absence of illnesses/ailments, which would preclude employment in the sphere of education (the list of ailments is determined by Directive No. 302н by Russian Ministry of Health and Social Development, dated April 12, 2011).
HSE University staff members taking part in the Competition for Faculty Positions must submit a medical certificate confirming the completion of a check-up, which should be valid for no more than one year as at the date of the submission of documents to the Competition. A medical certificate submitted to the HR Office/HR unit (for regional campuses) prior to the announcement of a competitive selection shall automatically appear in respective fields when a competition application is filled in.

A certificate of good conduct (clean criminal record) and/ or that confirming ongoing criminal proceedings or termination thereof on exonerative grounds
The procedures for the issue of the aforementioned certificates are governed by the Administrative Regulations of the Russian Ministry of Internal Affairs for the provision of state services in the issue of certificates of good conduct and/or certificates confirming ongoing criminal proceedings or the termination thereof, approved by Russian Ministry of Internal Affairs Directive No. 1121, dated November 7, 2011. HSE University, in turn, requests such a certificate and determines the term of its validity in line with p. 88 of these Regulations as being no more than three months as at the date of the submission of documents for the Competition.
Instructions for obtaining a certificate of good conduct and/ or that confirming ongoing criminal proceedings or termination thereof on exonerative grounds:
via the internet portal “gosuslugi.ru” (if registered with this resource);
at any multifunctional state services centre in the city of Moscow (Moi Dokumenty “MFTs”).
Certificates for criminal background checks or ongoing criminal proceedings or termination thereof on exonerative grounds submitted by HSE University staff members to the HR Office/HR unit (applicable to regional campuses) prior to the announcement of a competitive selection shall automatically appear in respective fields when a competition application is filled in.
Professional (career) trajectories
HSE University utilizes three types of employment agreements, underpinned by a flexible system of professional (career) trajectories with designated mechanisms for selecting, incentivizing and appraisal of its employees. As the University’s objectives become more complex and diverse, in addition to academic staff with scientific achievements, it needs professionals with non-academic skills and competencies. In addition, we will also require highly qualified teachers, who might not necessarily have academic achievements. That’s why, along with academic trajectory, two types of professional trajectories are being introduced: professional and teaching/methodological.
Career growth within the framework of each of these trajectories may be achieved in three areas: enhancing one’s teaching position; in each trajectory, it is possible to receive honorary awards and titles; it is possible to advance along the administrative line, by taking on managerial responsibilities.
When filling in a competition application, you will need to select the most suitable professional (career) trajectories, where you see your professional development at the University. There will be a choice of three professional trajectories, from among which you will be offered to select your first and second priority:
Academic trajectory, which is defined by regular research activities, a high rate research productivity, participation in academic conferences, working with doctoral students, involvement in the teaching that strongly relies on research outcomes;
Teaching/methodological trajectory, which is defined by the quality characteristics of teaching at a high level, active engagement in teaching/methodological developments and/or project activities with students, methodological and technical support for courses (including e-courses) if one does not have systematic academic achievements (necessary number of publications) and experience in practical/applied work outside of the academic sphere;
Professional trajectory, which is defined by the presence of practical experience in non-academic organizations, organization of project work, related to applied research and expert analysis, as well as the development of new products, along with the ongoing or prior employment outside of the academic sphere, including tat in consultation and expert/analytical work, applied research and R&D activities.
Further, field-specific HR committees shall confirm or dismiss one’s eligibility for a given trajectory, while also giving due consideration to the stated preference of the candidates.
Portfolio
The competition application includes a section about a candidate’s individual achievements (portfolio), where you may place the following information:
- advanced training in the last three years, confirmed with documentation (list of programmes);
- research projects carried out in the last three years;
- grants received in the last three years;
- defense of a dissertation over the last three years or pre-defence stage;
- academic supervision of defended dissertations over the last three full calendar years;
- presentations with reports at academic, methodological and professional conferences over the past three years;
- involvement in the editorial board of academic journals;
- development of new academic courses, e.g., e-courses, new methods of teaching, development of testing materials, etc.;
- winner of a competition held by the Educational Innovation Fund over the last three years in any category;
- supervision of student projects and expeditions with learners, as well as summer schools, over the last three years;
- supervision of subdivisions, degree programmes and dissertation committees;
- successful completion of a two-year HSE University staff development programme;
- participation in the Teach4HSE programme;
- nominations and receipt of ‘Golden HSE Award’ in any category;
- governmental and other official awards;
- any HSE University’s awards;
- leadership of extra-curricular activities;
- supervision of student clubs over the last three years; winner status over the last three years in internal and external professional competitions,
- with accompanying documentation;
- other professional achievements with supporting documentation.
Research Productivity Assessment (RPA)
You may find your Research Productivity Assessment (RPA) score by following this link: https://www.hse.ru/user/robot. Upon signing in, a picture showing a breakdown of your RPA score will appear.
To update information on research productivity, you will need to input your publications for the last three years to the portal’s publications database. With the input of a publication, you will need to make sure to tick the box ‘Do you plan to participate with this publication in academic campaigns (e.g., academic bonuses, RPA, etc.)?’ in the publication card; only these publications are submitted for verification, and then, upon verification, they are considered by HSE University’s Isaac the Robot.
After the publication card is started, it will be sent to bibliographers for verification as long as the following requirements are met:
1) the author has ticked the box ‘Do you plan to participate with this publication in academic campaigns (e.g., academic bonuses, RPA, etc.)’?
2) the publication does not have a status ‘draft’;
3) the publication is not ticked off as ‘currently in print’.
In a period of up to 30 days, bibliographers will verify the publication cards. The verification status may be viewed in the last line of the publication card. If this field states: ‘pending verification’, everything is in order – the card is pending processing and will be considered shortly. After verification, the publication will be assessed by Isaac the Robot. If the verification status states: ‘Not submitted for verification’, requirements 1) through 3) above should be checked. If the status states ‘pending second verification’, this means that the work has already been checked by the bibliographers once. Later, after a successful or unsuccessful review, the publication card has been updated with further information by the author, after which the work was sent for a second review by the bibliographers so as to consider the amended information. The timeframe for a repeat verification is no more than 20 days.

Other research productivity indicators
In addition to RPA, research productivity is also assessed based on the presence of academic and teaching/methodological publications, the current application of academic bonuses, author identifiers and the results of expert reviews of one’s best publications over the last three years.
In your competition application, we request that you provide full bibliography entries for all of the publications you have had over the last three years, with one publication per line.
For the winter competition, the last three years shall include the year when documents were submitted for the Competition for Faculty Positions and the previous two calendar years; for the summer competition – the year when documents were submitted for the Competition for Faculty Positions and the previous three calendar years.

If you have articles, which have been accepted for print, they should be described as such: (in print). To confirm the status of such publications, we request that you attach to the relevant field in the competition application a document confirming the decision for publication (confirmation from the publisher), drawn up on a letterhead with the signature of the chief editor or another authorized person.
If you have received academic bonuses over the last three years, we request that you specify the periods when you received the bonuses and types thereof in the correct field.

Your publications will be then subject to a peer review process. To this end, please attach up to three (1, 2 or 3) of your publications, which you consider the best from the past three years. These works will be submitted for expert review. Publications in Russian and English are accepted, with the exception of publications by candidates vying for vacancies to teach foreign languages, whereby publications in the language of one’s specialization may be submitted.
Originals and multipage scans of your documents can be accepted in doc, docx, pdf and tiff formats. It is possible to submit unpublished works that have been sent to press. A full bibliography entry should be included in the attached files with the published works. For works sent for print, information on the proposed journal/publisher and issue (volume) must be provided. With respect to major publications (i.e., monographs and books), a scan of the page with the publisher’s imprint is acceptable.
Student Assessment of Teaching Quality
Rating scores are considered according to rules established in the Procedures for Regular Mandatory Teaching Quality Assessments at National Research University Higher School of Economics Performed by HSE Students to Assess the Organization of the Study Process and the Instructional Quality on Their Courses.
Rating values, which were included in competition applications, are calculated with the use of data drawn from student assessments of teaching quality across subdivisions, with the exception of the International College of Economics and Finance (ICEF), as well as the HSE/NES Bachelor’s Programme in Economics. In order to check all student assessment values, which will be used for the Competition for Faculty Positions, please sign in your personal account on the University’s portal at http://hse.ru/user. A link to a table with data can be found in the right column (under the staff member’s photograph) labelled as ‘Teacher Rating’. With this link, the table will open up, which will display data for previous periods. This information is confidential and only visible to the webpage’s owner. For the Competition for Faculty Positions, only personal assessments of teachers are used, and not the assessments of course contents. Please note that ratings on the HSE University portal do not factor in assessments of teaching quality at ICEF and HSE/NES Bachelor’s Programme in Economics.
In your competition application, you will see the average arithmetical mean of your rating, along with its place in the range of values:
Under 3 (non-inclusive) – generally unsatisfactory quality of the teacher’s work from the point of view of students;
3 (inclusive) to 4 (non-inclusive) – neutral and/or heterogeneous attitude of students regarding the quality of their teacher’s work;
4 (inclusive) to 4.5 (non-inclusive) – positive attitude of students regarding the quality of their teacher’s work;
4.5 (inclusive) and above – extremely positive attitude of students regarding the quality of their teacher’s work.
In addition to the average arithmetical value of the student assessment of their teacher, the Competition for Faculty Positions also apply the assessment criterion ‘Share of 4 and 5 scores based on student assessments of teachers’:
depicts the ordinal scale of scores among given categories, without determining an average value;
number of total 4 and 5 scores for a specific teacher in a given subject is divided by the total number of scores given by all students to this teacher in this subject;
all similar figures (specifically generated following division) held by a specific teacher for various subjects that he/she covered during a semester or academic year, shall be averaged out;
for comfort’s sake, the resulting value is presented as a percentage (a range of 0 to 100%).
Example:
Teacher A has two courses with lectures. For the first course, 15 students gave them a 4-5 score, while 10 students gave them a 1-3 score. For the second course, 18 students gave them a 4-5 score, while only three students gave them a score of 1. For the first course, the share of 4-5 scores (15/25) comes to 60.00%; for the second course, in turn, (18/21) - 85.71%. Therefore, the final value will be calculated as (60.00% + 85.71%)/2 = 72.85%.
The following ranges of values are set for the ‘Share of 4-5 scores based on student assessment of teachers’ criterion:
0-50% – predominance of scores ranging 1 through 3; generally unsatisfactory view of the quality of teacher’s work by their students;
51-66% – minor predominance of scores ranging 4 through 5, neutral and/or heterogeneous view of the quality of teacher’s work by their students;
67-85% – predominance of scores ranging 4 through 5, generally positive view of the quality of the teacher’s work by their students;
86-100% –overall predominance of scores ranging 4 through 5, generally positive view of the quality of the teacher’s work by their students.
Teaching/methodological load
The competition application uses the teaching/methodological load among indicators for teaching activities. To check your teaching/methodological load, you will need to access, via MyHSE Services Account, the “Educational Services” section - then go to “Primary Education” – then to “Teaching Load”. Then check the displayed information.

Report on Execution of Unified Contract
HSE University’s faculty members are expected to be engaged in the following three types of work: teaching, research (or any substitutes thereof) and organizational/administrative work, each of which forms an integral part of their academic activities.
Teaching includes in-class and out-of-class interactions with students, as well as the teaching and learning support activities.
Research shall be performed by faculty members depending on their chosen professional trajectory and will be reflected in outcomes, which can be differentiated depending on said trajectory. Thus, the research work of faculty members engaged in academic professional trajectory includes basic and applied research with outcomes provided in the form of scientific publications. The research work of faculty members engaged in a teaching and methodological trajectory, in turn, can be replaced with the teaching and methodological pursuits with outcomes which, among other things, may include recorded online courses and online lectures on educational platforms, publications of textbooks and teaching aids, proprietary teaching materials used beyond the scope of their own discipline, control and measurement materials, casebooks, exercises, and tests used beyond the scope of their own discipline, development, methodological and technical support for successful online courses and online programmes.
Research activities carried out by faculty members pursuing the practice-oriented professional trajectory can be replaced with practice-oriented work with outcomes, which, among other things, may include registered patents and intellectual property rights (bearing in mind the patents for inventions, patents (certificates) for useful models, patents for industrial designs, selection patents, certificates for software programs, databases, and/or topologies of integrated circuits, registered in the prescribed manner), any consulting agreements with external non-academic organizations or individuals, confirmed regular participation in HSE University’s applied projects that are funded by external sources, with non-academic organizations, and/or other project activities confirmed by documentary evidence.
Organizational/administrative work is comprised of participating in the work of HSE University’s collegiate governing bodies and fulfilling organizational duties related to the University’s ongoing activities, improving the conditions for such activities, maintaining and boosting the University’s reputation, as well as other useful activities carried out in the interests of HSE University. In addition to the work directly related to HSE University’s operations, organizational work may include participation in external collegiate bodies related to the University’s institutional representation and carried out on behalf of its administration and subdivision heads, expert, analytical and educational activities carried out in the University’s interests, as well as other useful activities in the University’s interests completed on a free-of-charge basis.
In addition to the respective package of competition documents, all HSE University’s faculty members involved in the competitive selection process (with the exception of faculty members hired less than three months before the competitive selection announcement; researchers from among professors and associate professors, as well as specialists hired via international recruitment procedures; faculty members on maternity leave, parental or childcare leave, or those who returned from their maternity leave less than three months prior; faculty members of the Military Training Center) shall submit an electronic report on the execution of the terms of their unified contracts for the 2020-2021 academic year after an assessment is made by their subdivision head. The report shall be automatically uploaded to the competition form upon the completion of the assessment.
Please be ready to provide the following information in your report:
With respect to teaching work: your teaching load in the ongoing academic year and reasons for reducing/absence of teaching load, if any; please also mention if you have been awarded the title of the Best Teacher for the reporting academic year;
With respect to research work or substitutes thereof, depending on your chosen professional trajectory: a list of publications for the last three years as they have been published on your personal page on the HSE University corporate website (portal); your academic bonuses, if any, with the respective level indicated; the score of your current Research Productivity Assessment (RPA); or a list of other achievements, if you have chosen the teaching and methodological or practice-oriented professional trajectory;
With respect to organizational/administrative work in the reporting academic year, if any: engaging in the organizational functions related to the University’s ongoing activities, improving the conditions for such activities, maintaining and boosting the University’s reputation, as well as other useful activities carried out in the interests of HSE University (specify the type of work and relevant subdivision, as well as the period of work (if you are engaged in such work on a permanent basis, you can mention it in the report), your role (leader, organizer, team member, or other – please specify); taking part in the work of collegiate governing bodies during the reporting academic year, if any (name of the collegiate body, subdivision, period of work, and your role).

Principles for Assessing Learning Outcomes of Degree Students at HSE University
HSE University teachers, including guest lecturers, practitioners and researchers, involved in the academic process with degree students, must adhere to the following basic principles, when designing courses, selecting instructional materials, preparing assessment materials and grading student learning outcomes:
1. Focus on the differential approach to assessments, which shall be applied at the levels of content, process and outcomes (end results);
2. The objectivity of assessments, which is built upon developed criteria, and strict subsequent adherence to such criteria. Criteria should be realistic, achievable, precise and unambiguous for both students and teachers;
3. Transparency of assessment, i.e., samples of assignments (assessable outcomes of academic activities) and set criteria for their assessment are spelled out and known prior to the start of courses;
4. Cumulative grading. Teachers (experts, board members) shall assess students’ achievements, and not the extent to which student results fail to conform to particular reference points;
5. Assessments bear a relative aspect, whereby learners’ achievements shall be assessed and differentiated against the learning results set and described in a course syllabus and/or external professional standards, international examinations, etc.;
6. A tendency to award progressively higher or lower grades must be ruled out.

“Academic Values” E-course
All teachers at HSE University hired less than one year prior are recommended to take the online course ‘HSE University’s Academic Values’.
The ‘Academic Values’ course consists of six topics, as patterned on the structure of the HSE University Statement of Values. Included in its materials are video addresses of the HSE University academics, statements specifying the core values of the University’s professional community and case studies where participants look at instances of breaches of academic integrity, along with subsequent tests on these cases.
Staff members at HSE University (not employed in teaching positions) and visiting teachers (employed under independent contractor agreements)

If you have a rating score, average arithmetical value for teacher ratings for the 2020/2021 academic year (you need this figure for checking the rating value, which you will see when filling in the competition application, if you have previously taught);
The score received on the assessment of research productivity (this data is necessary for verifying your RPA score, which you will see when filling in the competition application);
Author identifiers (if available): SPIN РИНЦ, ORCID, ResearcherID, Scopus AuthorID, etc.;
If you have worked at HSE University as a research assistant, you must specify in your competition application the years and teachers with whom you worked while in this position at the University;
Information on individual achievements (portfolio): advanced training over the last three years, confirmed with documentation (list of programmes); research projects implemented over the last three years, and grants received during this period; dissertation defence over the last three years or pre-defence stage; academic supervision of defended dissertations/theses over the last three full calendar years; presentations of reports at teaching/methodological, research and professional conferences over the last three years; membership of the editorial boards of academic journals; development of new courses, e.g., e-courses, teaching techniques, control/measurement materials; awards in any nomination in the competition by the Educational Innovation Fund over the last three years; supervision of student projects and expeditions with learners, and summer schools over the last three years; directorship of academic departments, degree programmes, dissertation committees; successful completion of the two-year HSE University Staff Development Programme; participation in Teach4HSE programmes; nominations and/or awarding of ‘Golden HSE Award’ status in any category; governmental and other official awards; HSE University awards; involvement in extra-curricular activities; overseeing student clubs over the last three years; victories in external and internal professional competitions over the last three years, with documents confirming one’s performance; other professional achievements, with confirming documentation;

Documents confirming the absence of any restrictions on employment in the sphere of education (if such documents have not been previously submitted to the HSE University HR Office or that at a regional campus);

Application for taking part in the Competition for Faculty Positions
In line with the Regulations on Procedures for Filling in Faculty Positions, as approved by the Russian Ministry of Education and Science, Directive No. 749, dated July 23, 2015, together with competition documents, an application for participation in the Competition for Faculty Positions should be submitted. This application shall be generated automatically from information inputted to the competition electronic application upon the completion of the registration process, and should be submitted to the respective HSE University office no later than November 30, 2021 (inclusive).
If an application to a competitive selection is not submitted by the aforementioned deadline, in line with the legislation of the Russian Federation, we will be forced to decline your application.
Teachers and staff members at HSE University-Moscow, who have signed an agreement for electronic communications, may sign an application in an electronic format, using a simple electronic signature (an SES). An SES is an electronic signature, which, with the use of codes, passwords and other means, can certify that the application for participation in the competition for faculty positions was signed electronically. When filling in the competition application, you will be provided with relevant instructions.
All remaining competition participants must submit original copies of their applications. The application shall be generated automatically from information inputted in the electronic application upon the completion of the registration process. The application should be then printed out, signed by the candidate and submitted (sent) to the following addresses by November 30, 2021.
For Moscow-based vacancies:

Documents confirming absence of restrictions on candidate’s employment in education
As per the Regulations on Procedures for Filling in Faculty Positions, as per Directive No. 749 by the Russian Ministry of Education and Science, dated July 23, 2015, a candidate’s application should have documents attached, which confirm that he/she has no restrictions with respect to employment at an educational institution, as specified in relevant legislation or other regulatory acts. Candidates shall not be permitted to take part in the Competition if they have not submitted the required documentation
Restrictions on employment in the sphere of education are set out in the Labour Code of the Russian Federation (Art. 331 and 351.1).
HSE University teachers and staff members taking part in the Competition for Faculty Positions must submit a medical certificate confirming the completion of a medical check-up, which should be valid for no more than one year as at the date of the submission of documents to the Competition. A medical certificate submitted to the HR Office/HR unit (for regional campuses) prior to the announcement of a competitive selection shall automatically appear in respective fields when a competition application is being filled in.

A certificate of good conduct (clean criminal record) and/ or that confirming ongoing criminal proceedings or termination thereof on exonerative grounds must be attached to the application documents. The procedures for the issue of the aforementioned certificates are governed by the Administrative Regulations of the Russian Ministry of Internal Affairs for the provision of state services in the issue of certificates of good conduct and/or certificates confirming ongoing criminal proceedings or the termination thereof, approved by Russian Ministry of Internal Affairs Directive No. 1121, dated November 7, 2011. HSE University, in turn, requests such a certificate and determines the term of its validity in line with p. 88 of these Regulations as being no more than three months as at the date of the submission of documents for the Competition.
Instructions for obtaining a certificate of good conduct and/ or that confirming ongoing criminal proceedings or termination thereof on exonerative grounds:
via the internet portal ‘gosuslugi.ru’ (if registered with this resource);
at any multifunctional state services centre in the city of Moscow (Moi Dokumenty “MFTs”).
Certificates for criminal background checks or ongoing criminal proceedings, or termination thereof on exonerative grounds submitted by HSE University staff members to the HR Office/HR unit (applicable to regional campuses) prior to the announcement of a competitive selection shall automatically appear in respective fields when a competition application is being filled in.
Professional (career) trajectories
HSE University utilizes three types of employment agreements, underpinned by a flexible system of professional (career) trajectories with designated mechanisms for selecting, incentivizing and appraisal of its employees. As the University’s objectives become more complex and diverse, in addition to academic staff with scientific achievements, it needs professionals with non-academic skills and competencies. In addition, we will also require highly qualified teachers, who might not necessarily have academic achievements. That’s why, along with academic trajectory, two types of professional trajectories are being introduced: professional and teaching/methodological.
Career growth within the framework of each of these trajectories may be achieved in three areas: enhancing one’s teaching position; in each trajectory, it is possible to receive honorary awards and titles; it is possible to advance along the administrative line, by taking on managerial responsibilities.
When filling in a competition application, you will need to select the most suitable professional (career) trajectories, where you see your professional development at the University. There will be a choice of three professional trajectories, from among which you will be offered to select your first and second priority:
Academic trajectory, which is defined by regular research activities, a high rate research productivity, participation in academic conferences, working with doctoral students, involvement in the teaching that strongly relies on research outcomes;
Teaching/methodological trajectory, which is defined by the quality characteristics of teaching at a high level, active engagement in teaching/methodological developments and/or project activities with students, methodological and technical support for courses (including e-courses) if one does not have systematic academic achievements (necessary number of publications) and experience in practical/applied work outside of the academic sphere;
Professional trajectory, which is defined by the presence of practical experience in non-academic organizations, organization of project work, related to applied research and expert analysis, as well as the development of new products, along with the ongoing or prior employment outside of the academic sphere, including tat in consultation and expert/analytical work, applied research and R&D activities.
Further, field-specific HR committees shall confirm or dismiss one’s eligibility for a given trajectory, while also giving due consideration to the stated preference of the candidates.
Portfolio
The competition application includes a section about a candidate’s individual achievements (portfolio), where you may place the following information:
- advanced training in the last three years, confirmed with documentation (list of programmes);
- research projects carried out in the last three years;
- grants received in the last three years;
- defense of a dissertation over the last three years or pre-defence stage;
- academic supervision of defended dissertations over the last three full calendar years;
- presentations with reports at academic, methodological and professional conferences over the past three years;
- involvement in the editorial board of academic journals;
- development of new academic courses, e.g., e-courses, new methods of teaching, development of testing materials, etc.;
- winner of a competition held by the Educational Innovation Fund over the last three years in any category;
- supervision of student projects and expeditions with learners, as well as summer schools, over the last three years;
- supervision of subdivisions, degree programmes and dissertation committees;
- successful completion of a two-year HSE University staff development programme;
- participation in the Teach4HSE programme;
- nominations and receipt of ‘Golden HSE Award’ in any category;
- governmental and other official awards;
- any HSE University’s awards;
- leadership of extra-curricular activities;
- supervision of student clubs over the last three years; winner status over the last three years in internal and external professional competitions,
- with accompanying documentation;
- other professional achievements with supporting documentation.
Research Productivity Assessment (RPA)
You may find your Research Productivity Assessment (RPA) score by following this link: https://www.hse.ru/user/robot. Upon signing in, a picture showing a breakdown of your RPA score will appear.
To update information on research productivity, you will need to input your publications for the last three years to the portal’s publications database. With the input of a publication, you will need to make sure to tick the box ‘Do you plan to participate with this publication in academic campaigns (e.g., academic bonuses, RPA, etc.)?’ in the publication card; only these publications are submitted for verification, and then, upon verification, they are considered by HSE University’s Isaac the Robot.
After the publication card is started, it will be sent to bibliographers for verification as long as the following requirements are met:
1) the author has ticked the box ‘Do you plan to participate with this publication in academic campaigns (e.g., academic bonuses, RPA, etc.)’?
2) the publication does not have a status ‘draft’;
3) the publication is not ticked off as ‘currently in print’.
In a period of up to 30 days, bibliographers will verify the publication cards. The verification status may be viewed in the last line of the publication card. If this field states: ‘pending verification’, everything is in order – the card is pending processing and will be considered shortly. After verification, the publication will be assessed by Isaac the Robot. If the verification status states: ‘Not submitted for verification’, requirements 1) through 3) above should be checked. If the status states ‘pending second verification’, this means that the work has already been checked by the bibliographers once. Later, after a successful or unsuccessful review, the publication card has been updated with further information by the author, after which the work was sent for a second review by the bibliographers so as to consider the amended information. The timeframe for a repeat verification is no more than 20 days.

Other research productivity indicators
In addition to RPA, research productivity is also assessed based on the presence of academic and teaching/methodological publications, the current application of academic bonuses, author identifiers and the results of expert reviews of one’s best publications over the last three years.
In your competition application, we request that you provide full bibliography entries for all of the publications you have had over the last three years, with one publication per line.
For the winter competition, the last three years shall include the year when documents were submitted for the Competition for Faculty Positions and the previous two calendar years; for the summer competition – the year when documents were submitted for the Competition for Faculty Positions and the previous three calendar years.

If you have articles, which have been accepted for print, they should be described as such: (in print). To confirm the status of such publications, we request that you attach to the relevant field in the competition application a document confirming the decision for publication (confirmation from the publisher), drawn up on a letterhead with the signature of the chief editor or another authorized person.
If you have received academic bonuses over the last three years, we request that you specify the periods when you received the bonuses and types thereof in the correct field.

Your publications will be then subject to a peer review process. To this end, please attach up to three (1, 2 or 3) of your publications, which you consider the best from the past three years. These works will be submitted for expert review. Publications in Russian and English are accepted, with the exception of publications by candidates vying for vacancies to teach foreign languages, whereby publications in the language of one’s specialization may be submitted.
Originals and multipage scans of your documents can be accepted in doc, docx, pdf and tiff formats. It is possible to submit unpublished works that have been sent to press. A full bibliography entry should be included in the attached files with the published works. For works sent for print, information on the proposed journal/publisher and issue (volume) must be provided. With respect to major publications (i.e., monographs and books), a scan of the page with the publisher’s imprint is acceptable.
Student Assessment of Teaching Quality
Rating scores are considered according to rules established in the Procedures for Regular Mandatory Teaching Quality Assessments at National Research University Higher School of Economics Performed by HSE Students to Assess the Organization of the Study Process and the Instructional Quality on Their Courses.
Rating values, which were included in competition applications, are calculated with the use of data drawn from student assessments of teaching quality across subdivisions, with the exception of the International College of Economics and Finance (ICEF), as well as the HSE/NES Bachelor’s Programme in Economics. In order to check all student assessment values, which will be used for the Competition for Faculty Positions, please sign in your personal account on the University’s portal at http://hse.ru/user. A link to a table with data can be found in the right column (under the staff member’s photograph) labelled as ‘Teacher Rating’. With this link, the table will open up, which will display data for previous periods. This information is confidential and only visible to the webpage’s owner. For the Competition for Faculty Positions, only personal assessments of teachers are used, and not the assessments of course contents. Please note that ratings on the HSE University portal do not factor in assessments of teaching quality at ICEF and HSE/NES Bachelor’s Programme in Economics.
If you have conducted lectures or seminars, in your competition application, you will see the average arithmetical mean of your rating, along with its place in the range of values:
Under 3 (non-inclusive) – generally unsatisfactory quality of the teacher’s work from the point of view of students;
3 (inclusive) to 4 (non-inclusive) – neutral and/or heterogeneous attitude of students regarding the quality of their teacher’s work;
4 (inclusive) to 4.5 (non-inclusive) – positive attitude of students regarding the quality of their teacher’s work;
4.5 (inclusive) and above – extremely positive attitude of students regarding the quality of their teacher’s work.
In addition to the average arithmetical value of the student assessment of their teacher, the Competition for Faculty Positions also apply the assessment criterion ‘Share of 4 and 5 scores based on student assessments of teachers’:
depicts the ordinal scale of scores among given categories, without determining an average value;
number of total 4 and 5 scores for a specific teacher in a given subject is divided by the total number of scores given by all students to this teacher in this subject;
all similar figures (specifically generated following division) held by a specific teacher for various subjects that he/she covered during a semester or academic year, shall be averaged out;
for comfort’s sake, the resulting value is presented as a percentage (a range of 0 to 100%).
Example:
Teacher A has two courses with lectures. For the first course, 15 students gave them a 4-5 score, while 10 students gave them a 1-3 score. For the second course, 18 students gave them a 4-5 score, while only three students gave them a score of 1. For the first course, the share of 4-5 scores (15/25) comes to 60.00%; for the second course, in turn, (18/21) - 85.71%. Therefore, the final value will be calculated as (60.00% + 85.71%)/2 = 72.85%.
The following ranges of values are set for the ‘Share of 4-5 scores based on student assessment of teachers’ criterion:
0-50% – predominance of scores ranging 1 through 3; generally unsatisfactory view of the quality of teacher’s work by their students;
51-66% – minor predominance of scores ranging 4 through 5, neutral and/or heterogeneous view of the quality of teacher’s work by their students;
67-85% – predominance of scores ranging 4 through 5, generally positive view of the quality of the teacher’s work by their students;
86-100% –overall predominance of scores ranging 4 through 5, generally positive view of the quality of the teacher’s work by their students.
Teaching/methodological load
The competition application uses the teaching/methodological load among indicators for teaching activities. To check your teaching/methodological load, if it is set in the ASAV system, you will need to access, via MyHSE Services Account, the “Educational Services” section - then go to “Primary Education” – then to “Teaching Load”. Now you can check the displayed information.

Application for taking part in the Competition for Faculty Positions
In line with the Regulations on Procedures for Filling in Faculty Positions, as approved by the Russian Ministry of Education and Science, Directive No. 749, dated July 23, 2015, together with competition documents, an application for participation in the Competition for Faculty Positions should be submitted. This application shall be generated automatically from information inputted to the competition electronic application upon the completion of the registration process, and should be submitted to the respective HSE University office no later than November 30, 2021 (inclusive).
If an application to a competitive selection is not submitted by the aforementioned deadline, as per the legislation of the Russian Federation, we will be forced to decline your application.
The application shall be generated automatically from information inputted in the electronic application upon the completion of the registration process. The application should be then printed out, signed by the candidate and submitted (sent) in its original copy to the following addresses by November 30, 2021.

Documents confirming absence of restrictions on candidate’s employment in education
As per the Regulations on Procedures for Filling in Faculty Positions, as per Directive No. 749 by the Russian Ministry of Education and Science, dated July 23, 2015, a candidate’s application should have documents attached, which confirm that he/she has no restrictions with respect to employment at an educational institution, as specified in relevant legislation or other regulatory acts.
Restrictions on employment in the sphere of education are set out in the Labor Code of the Russian Federation (Art. 331 and 351.1).
Candidates shall not be permitted to take part in the competition if they have not submitted the required documentation.
Such documents include:
Documents confirming the absence of illnesses/ailments, which would preclude employment in the sphere of education (the list of ailments is determined by Directive No. 302н by Russian Ministry of Health and Social Development, dated April 12, 2011).
External candidates taking part in the Competition for Faculty Positions must present a certificate confirming the absence of any medical restrictions for working in education.
Such a certificate may include:
a document issued by a medical institution (diagnosis, certificate, etc.) based on the results of medical check-up, and/or laboratory and function tests;
a medical report from an occupational physician, confirming the absence of any restrictions on employment in the sphere of education;
a scan of a medical record with stamps confirming previous medical check-ups;
a certificate confirming no inclusion in the registry for neuropsychiatric or narcological care.
The time limit for medical reports/certificates cannot exceed one year from the date of its submission to the Competition for Faculty Positions.
External candidates for participation in the Competition for Faculty Positions, who are currently in the City of Moscow, may enquire about receiving a referral to a medical check-up with the HSE University Front Office at the following addresses:

A certificate of good conduct (clean criminal record) and/ or that confirming ongoing criminal proceedings or termination thereof on exonerative grounds
The procedures for the issue of the aforementioned certificates are governed by the Administrative Regulations of the Russian Ministry of Internal Affairs for the provision of state services in the issue of certificates of good conduct and/or certificates confirming criminal proceedings or the termination thereof, approved by Russian Ministry of Internal Affairs Directive No. 1121, dated November 7, 2011. HSE University, in turn, requests such a certificate and determines the term of its validity in line with p. 88 of these Regulations as being no more than three months as at the date of the submission of documents for the Competition.
Instructions for obtaining a certificate of good conduct and/ or that confirming ongoing criminal proceedings or termination thereof on exonerative grounds:
via the internet portal “gosuslugi.ru” (if registered with this resource);
at any multifunctional state services centre in the city of Moscow (Moi Dokumenty “MFTs”).
Professional (career) trajectories
HSE University utilizes three types of employment agreements, underpinned by a flexible system of professional (career) trajectories with designated mechanisms for selecting, incentivizing and appraisal of its employees. As the University’s objectives become more complex and diverse, in addition to academic staff with scientific achievements, it needs professionals with non-academic skills and competencies. In addition, we will also require highly qualified teachers, who might not necessarily have academic achievements. That’s why, along with academic trajectory, two types of professional trajectories are being introduced: professional and teaching/methodological.
Career growth within the framework of each of these trajectories may be achieved in three areas: enhancing one’s teaching position; in each trajectory, it is possible to receive honorary awards and titles; it is possible to advance along the administrative line, by taking on managerial responsibilities.
When filling in a competition application, you will need to select the most suitable professional (career) trajectories, where you see your professional development at the University. There will be a choice of three professional trajectories, from among which you will be offered to select your first and second priority:
Academic trajectory, which is defined by regular research activities, a high rate research productivity, participation in academic conferences, working with doctoral students, involvement in the teaching that strongly relies on research outcomes;
Teaching/methodological trajectory, which is defined by the quality characteristics of teaching at a high level, active engagement in teaching/methodological developments and/or project activities with students, methodological and technical support for courses (including e-courses) if one does not have systematic academic achievements (necessary number of publications) and experience in practical/applied work outside of the academic sphere;
Professional trajectory, which is defined by the presence of practical experience in non-academic organizations, organization of project work, related to applied research and expert analysis, as well as the development of new products, along with the ongoing or prior employment outside of the academic sphere, including tat in consultation and expert/analytical work, applied research and R&D activities.
Further, field-specific HR committees shall confirm or dismiss one’s eligibility for a given trajectory, while also giving due consideration to the stated preference of the candidates.
Portfolio
The competition application includes a section about a candidate’s individual achievements (portfolio), where you may place the following information:
- advanced training in the last three years, confirmed with documentation (list of programmes);
- research projects carried out in the last three years;
- grants received in the last three years;
- defense of a dissertation over the last three years or pre-defence stage;
- academic supervision of defended dissertations over the last three full calendar years;
- presentations with reports at academic, methodological and professional conferences over the past three years;
- involvement in the editorial board of academic journals;
- development of new academic courses, e.g., e-courses, new methods of teaching, development of testing materials, etc.;
- winner of a competition held by the Educational Innovation Fund over the last three years in any category;
- supervision of student projects and expeditions with learners, as well as summer schools, over the last three years;
- supervision of subdivisions, degree programmes and dissertation committees;
- successful completion of a two-year HSE University staff development programme;
- participation in the Teach4HSE programme;
- nominations and receipt of ‘Golden HSE Award’ in any category;
- governmental and other official awards;
- any HSE University’s awards;
- leadership of extra-curricular activities;
- supervision of student clubs over the last three years; winner status over the last three years in internal and external professional competitions,
- with accompanying documentation;
- other professional achievements with supporting documentation.
Other research productivity indicators
Research productivity is assessed based on the evaluation of available academic and methodological publications using author identifiers, as well as based on an expert review of one’s best works over the last three years.
In your competition application, we request that you provide full bibliography entries for all of the publications you have had over the last three years, with one publication per line.
For the winter competition, the last three years shall include the year when documents were submitted for the Competition for Faculty Positions and the previous two calendar years; for the summer competition – the year when documents were submitted for the Competition for Faculty Positions and the previous three calendar years.

Your publications will be then subject to a peer review process. To this end, please attach up to three (1, 2 or 3) of your publications, which you consider the best from the past three years. These works will be submitted for expert review. Publications in Russian and English are accepted, with the exception of publications by candidates vying for vacancies to teach foreign languages, whereby publications in the language of one’s specialization may be submitted.
Originals and multipage scans of your documents can be accepted in doc, docx, pdf and tiff formats. It is possible to submit unpublished works that have been sent to press. A full bibliography entry should be included in the attached files with the published works. For works sent for print, information on the proposed journal/publisher and issue (volume) must be provided. With respect to major publications (i.e., monographs and books), a scan of the page with the publisher’s imprint is acceptable.
